Szanowny Panie Prezydencie,
My, niżej podpisane organizacje pozarządowe, wzywamy Pana do zaprzestania ograniczania prawa do wolności zrzeszania się oraz represji wobec niezależnych organizacji pozarządowych w Rosji.
Jesteśmy głęboko zaniepokojeni faktem, że zgodnie z tzw. ustawą o agentach zagranicznych, setki organizacji pozarządowych zostały poddane przez urzędników państwowych niezapowiedzianym inspekcjom, które przerwały i blokowały ich pracę. Dziesiątki z tych organizacji są obecnie uwikłane w długie rozprawy sądowe. Kilka organizacji pozarządowych i ich liderów musiało zapłacić wygórowane grzywny, a niektórzy zostali zmuszeni do zamknięcia działalności, nie chcąc być oznaczonym jako “agenci zagraniczni”?. Organizacje te nie są obcymi szpiegami i pracowały w interesie mieszkańców Rosji. Teraz wiele innych organizacji pozarządowych w Rosji podzieli ich los.
Na podstawie poprzednio obowiązujących przepisów organizacje pozarządowe w Rosji odpowiadały już przed rządem i społeczeństwem, mając obowiązek informowania o swojej działalności i finansach. Celem tzw. ustawy o agentach zagranicznych wydaje się być jedynie publiczne zdyskredytowanie
i stygmatyzacja organizacji.
Uważamy, że organizacje pozarządowe są niezbędne do zdrowego funkcjonowania społeczeństwa. Odgrywają one ważną rolę, pomagając pociągać funkcjonariuszy państwowych do odpowiedzialności i poprawiać politykę władz w interesie społeczeństwa.
Wzywamy Pana jako prezydenta Federacji Rosyjskiej, gwaranta jej Konstytucji
oraz zapisanych w niej podstawowych praw i wolności do podjęcia wszelkich niezbędnych kroków w celu zapewnienia, że tzw. ustawa o zagranicznych agentach zostanie uchylona, a organizacje pozarządowych w Rosji będą mogły wykonywać swoją pracę bez przeszkód, zastraszania, stygmatyzacji czy represji.

OPEN LETTER
Dear President,
We, the undersigned non-governmental organizations, are writing to urge you to stop the clampdown on the right to freedom of association and end reprisals against independent non-governmental organizations (NGOs) in Russia.
We are deeply concerned that under the legislation on “foreign agents”, hundreds of NGOs have been subjected to unannounced inspections by government officials which have interrupted and obstructed their legitimate work with dozens currently embroiled in lengthy court hearings. Several NGOs and their leaders have had to pay extortionate fines, and some were forced to close down because they refused to brand themselves as “foreign agents” – an expression akin to spying. These NGOs are not foreign spies or “agents”, and have worked in the interest of the people of Russia. Now numerous other NGOs in Russia are set to repeat their fate.
Under the previous legislation, NGOs in Russia were already accountable to the government and the public, having to report on their activities and finances. The only purpose of the legislation on “foreign agents” appears to be to publicly discredit and stigmatise them.
We believe that NGOs are essential to the healthy functioning of society. They play an important role in providing much needed services to the public. They help keep officials accountable and improve policies in the interests of the people.
We are calling on you as the President of the Russian Federation and the guarantor of its Constitution and of the fundamental rights and freedoms enshrined therein, to take all necessary steps to ensure that the “foreign agents” law is repealed and NGOs in Russia are able to do their work without hindrance, harassment, stigmatisation or reprisals.
